            SECTION 1.  House Bill No. 40, S.D. 1, C.D. 1, is amended by amending section 4 to:

            (1)     Increase the amount and percentage by which the state general fund expenditure ceiling will be exceeded as a result of the appropriations contained in this measure; and

            (2)     Make a technical, nonsubstantive amendment on page 3, line 6,

to read as follows:

 

     "SECTION 4.  In accordance with section 9 of article VII of the Constitution of the State of Hawaii and sections 37‑91 and 37‑93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in this Act will cause the state general fund expenditure ceiling for fiscal year 2024‑2025 to be exceeded by $323,323,869 or 3.1 per cent.  The reasons for exceeding the general fund expenditure ceiling are that:

     (1)  The appropriations made in this Act are necessary to serve the public interest; and

     (2)  The appropriations made in this Act meet the needs addressed by this Act."
