SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $119,111,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the thirteenth representative district, as follows:

1. Hana high and elementary school, Maui

Construction for completing the aging covered walkways.

Construction $4,000,000

Total funding $4,000,000

The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

2. Hana high and elementary school, Maui

Plans and construction for a girls and boys locker room area at the upper softball field area.

Plans $400,000

Construction $2,000,000

Total funding $2,400,000

The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

3. Hana high and elementary school, Maui

Plans and construction for a multi-purpose athletic field.

Construction for clearing land to build a covered structure for outdoor learning and recreational space that includes safe access stairs, sidewalks, handrails, and an accessible path.

7. Kilohana elementary school, Molokai

Construction for demolition and replacement of a portable classroom with a pre-K portable classroom that includes restrooms and shower facilities, fencing, parking, outdoor lighting, and new recreational equipment and structures with shade covering.

8. Kilohana elementary school, Molokai

Construction for demolition and replacement of two existing recreational playground equipment structures with age-appropriate playground structures and covered shade.

Construction for fencing around school property and removal of invasive trees.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

SECTION 3. This Act shall take effect on July 1, 2024.
