A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Financial
literacy; curriculum; public schools.
(a) The department shall develop and, beginning
with the 2024‑2025 school year, implement a financial literacy curriculum
within the social studies course of study for public school students in
kindergarten through twelfth grade.
(b)
The financial literacy curriculum required pursuant to subsection (a) shall
include but not be limited to:
(1) Fundamentals of
banking for personal use, including but not limited to savings and checking;
(2) Principles of
budgeting and personal finance;
(3) Employment and
understanding factors that affect net income;
(4) Uses and
effects of credit, including the relation of debt and interest to credit;
(5) Uses and costs
of loans, including student loans;
(6) Types and costs
of insurance;
(7) Forms of
governmental taxation;
(8) Principles of
investing and building wealth;
(9) Identity theft
and security;
(10) Planning and
paying for postsecondary education; and
(11) Charitable
giving.
(c) Instruction
in the financial literacy curriculum shall be grade and age appropriate for the
following grade levels:
(1) Kindergarten through fifth grade;
(2) Sixth grade through eighth grade; and
(3) Ninth grade through twelfth grade."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
