A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-first REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $16,753,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the thirty-first representative district, as follows:
Plans, design, and construction for a 2,750 ft. x 6 ft. chain link fence with several access points to surround Aliamanu elementary school.

Total funding $200,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Makalapa elementary school
Plans, design, and construction for a 2,800 sq. ft. (approximately) walkway from building C to the dining room as well as a 3,000 sq. ft. (approximately) walkway from A to F buildings.

The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Moanalua elementary school
Plans, design, construction, and equipment and appurtenances for a multipurpose innovation center at Moanalua elementary school.

The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Pearl Harbor elementary school
Plans, design, and construction for expansion of the existing back parking lot from 11,532 sq. ft. to 17,243 sq. ft.

The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Pearl Harbor elementary school
Plans, design, and construction for expansion of the library/computer lab.

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Pearl Harbor Kai elementary school
Plans, construction, and equipment and appurtenances for additional shade structures to cover the playground, playground equipment, and school entrance/exit.

The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Salt Lake elementary school
Plans, design, construction, and equipment and appurtenances for installation of air conditioning in classrooms F4, F5, F6, and F7.

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Moanalua high school
Design, construction, and equipment and appurtenances for a synthetic turf field and track improvements and ground and site improvements.

The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2024.
