A BILL FOR AN ACT
RELATING TO THE FIRST RESPONDERS TECHNOLOGY CAMPUS AND CYBERSECURITY DATA CENTER.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
The legislature further finds that lands purchased by the Hawaii technology development corporation are dedicated for the first responders technology campus and cybersecurity data center. The first responders technology campus and cybersecurity data center is a major project involving federal, state, and county first responders and the office of enterprise technology services to co-locate headquarters and training facilities in central Oahu. Being outside of the inundation zone, this new facility would provide critical partnerships for the State's first responders as they coordinate joint trainings and responses. The site is also near the only airfield outside of the inundation zone, as Hickam Air Force Base, Daniel K. Inouye International Airport, and Kalaeloa airport are near the shorelines. Moving and co-locating critical infrastructure outside of the inundation zone will provide a strategy for shoreline retreat and accommodation.
The legislature further finds that the Hawaii emergency management agency, Hawaii army national guard, department of land and natural resources, department of public safety, and department of law enforcement have committed to coordinate access to the first responders technology campus and cybersecurity data center, with federal agencies also expressing interest in the project.
The purpose of this Act is to authorize the issuance of general obligation bonds and appropriate bond funds for the development of the first responders technology campus and cybersecurity data center on tax map key (1) 9-5-002-057.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the development of the first responders technology campus and cybersecurity data center on tax map key (1) 9-5-002-057.
The sum appropriated shall be expended by the Hawaii technology development corporation for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 4. This Act shall take effect on June 30, 3000.
