RELATING TO SCHOOL IMPACT FEES. Repeals school impact fees. Transfers unencumbered balances of the school impact fee subaccounts to school facilities special fund.

RELATING TO THE NURSE LICENSURE COMPACT. Adopts the nurse licensure compact. Beginning 01/01/2026, requires nurses who hold multistate licenses issued by a state other than Hawaii to complete demographic data surveys. Authorizes the Board of Nursing to assess different fees for registered nurses and licensed practical nurses who hold a multistate license issued by the State.

RELATING TO NON-GENERAL FUNDS. Reclassifies, repeals, or abolishes certain non-general funds of the Department of Agriculture, pursuant to the recommendations made by the Auditor in Auditor's Report No. 23-13.

RELATING TO FUNDING FOR THE TOBACCO ENFORCEMENT SPECIAL FUND. Amends the amount of funding for the Tobacco Enforcement Special Fund administered by the Department of the Attorney General by amending the amount of funds that the Tobacco Enforcement Special Fund can carry over at the end of the fiscal year; increasing the cigarette tax stamp fee and concurrently increasing the percentage of the cigarette tax stamp fee deposited to the Tobacco Enforcement Special Fund; and amending the amount of funds to be deposited to the credit of the Tobacco Enforcement Special Fund from tobacco settlement moneys. Effective 7/1/2024.

RELATING TO THE NURSE LICENSURE COMPACT. Allows the Governor to enter the State into the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state, effective 1/1/2026. Beginning 1/1/2026, allows the State Board of Nursing to charge different fees for registered nurses and licensed practical nurses who hold a multi-state license issued by the State.
