RELATING TO WATER CATCHMENT. Creates a refundable water catchment income tax credit for a homeowner who installs, places in service, or maintains a water catchment system meeting certain requirements on residential property in the State owned by the homeowner.

RELATING TO LAND USE. Between 7/1/2024 and 12/31/2026, authorizes each county planning commission to petition for the redistricting of land from the agricultural to the rural district through the land use commission's declaratory ruling process. Sunsets 12/31/2026.

RELATING TO WILDFIRE PROTECTION. Establishes a fireshed partnership program within the department of land and natural resources. Makes appropriations.

RELATING TO THE CONSERVATION OF THREATENED SPECIES. Authorizes the Department of Land and Natural Resources to issue temporary threatened species licenses and draft administrative rules for the conservation of threatened species.

RELATING TO PUBLIC LAND LIABILITY. Abolishes the Task Force on Beach and Water Safety and the Risk Assessment Working Group. Requires the design and placement of warning signs, devices, and systems to be approved by the Chairperson of the Board of Land and Natural Resources for state beach parks and the county mayors for county beach parks.

RELATING TO REGULATION OF ARCHAEOLOGICAL ACTIVITIES. Clarifies that failure to comply with approved mitigation commitments, conduct an archaeological inventory survey, or comply with other administrative requirements pertaining to archaeology approved by the Department of Land and Natural Resources shall result in civil and administrative violations.

RELATING TO HISTORIC PRESERVATION REVIEWS. Allows the Department of Hawaiian Home Lands to assume historic preservation review of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places.

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT. Increases the number of Commission on Water Resource Management members from 7 to 8, with only 5 of the 8 members required to have substantial experience in water resource management. Adds the Chairperson of the Hawaiian Homes Commission, or the Chairperson's designee, as a member of the Commission on Water Resource Management.

RELATING TO THE ADMINISTRATION OF THE COMMISSION ON WATER RESOURCE MANAGEMENT. Replaces the position of Deputy to the Chairperson of the Commission on Water Resource Management with the position of Executive Officer, who shall be appointed and managed by the Commission. Authorizes the Commission on Water Resource Management to retain independent legal counsel. Makes the Chairperson of the Board of Land and Natural Resources an ex officio member of the Commission on Water Resource Management and provides that the Commission shall elect a chairperson from amongst its members. Requires the Commission on Water Resource Management and Department of Land and Natural Resources to establish procedures and safeguards to avoid conflicts of interest.

RELATING TO THE EAST KAUAI IRRIGATION SYSTEM. Appropriates funds to the Agribusiness Development Corporation to establish positions to maintain and improve the East Kauai irrigation system and for maintenance of and improvements to the system.

RELATING TO THE DAM AND APPURTENANCE IMPROVEMENT OR REMOVAL GRANT PROGRAM. Establishes the Dam and Appurtenance Improvement or Removal Grant Program Special Fund to receive moneys for the Dam and Appurtenance Improvement or Removal Grant Program. Appropriates funds for the Dam and Appurtenance Improvement or Removal Grant Program.

RELATING TO STREAM MAINTENANCE. Requires the department of land and natural resources to establish and implement a two-year Manoa stream maintenance reimbursement pilot program to reimburse homeowners adjacent to Manoa stream for clearing debris in Manoa stream. Appropriates funds.

RELATING TO INFRASTRUCTURE. Establishes a dam and reservoir working group to ensure and enhance the continued availability and operation of dams and reservoirs in the State and consider their role in drought mitigation and the maintenance of a dependable water supply. Appropriates funds.

RELATING TO WATER. Defines "isolated wetlands" and "wetlands". Clarifies the definition of "state waters" to include wetlands and isolated wetlands. Requires the Director of Health to determine all wetlands in the State, including whether a wetland is an isolated wetland or is included in the waters of the United States. Prohibit persons from discharging any water pollutant into or at any location that enters state waters.

RELATING TO THE HAWAII STATE PLANNING ACT. Establishes the Hawaii State Planning Act Phase II Update Task Force within the Office of Planning and Sustainable Development. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
