RELATING TO BURIAL SITES. Increases the penalty for the desecration of Hawaiian and non-Hawaiian burial sites from a misdemeanor to a felony.

RELATING TO BURIAL SITES. Requires the Department of Land and Natural Resources to amend the definitions of "inadvertent discovery" and "previously identified" in the HAR, to better protect burial sites.

RELATING TO HISTORIC PRESERVATION REVIEWS. Allows the Department of Hawaiian Home Lands to assume historic preservation review of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places.

RELATING TO HISTORIC PRESERVATION. Appropriates funds to the Department of Land and Natural Resources to inventory historic properties and burial sites in the State, collect data on burial site locations, and conduct an archaeological surface survey.

RELATING TO BURIAL SITES. Establishes an inter-division program within the Department of Land and Natural Resources consisting of the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. Makes an appropriation.
