RELATING TO CIVIC ENGAGEMENT. Requires the public access room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education. Requires the department of education and university of Hawaii to assign appropriate staff to coordinate with the public access room for the outreach and engagement program. Establishes two full-time equivalent permanent civic education resource teacher positions. Appropriates funds to the legislative reference bureau for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Appropriates funds to the department of education for the expansion of civic education in the public schools.

RELATING TO DEPARTMENT OF EDUCATION FACILITIES. Requires the Board of Education to adopt rules for facility maintenance. Requires that the condition of Department of Education facilities be periodically evaluated.

Requires the department of education equip all classroom doors with interior locks, maintain a public address system, feature an emergency access route, employ a student resource officer, and maintain fire alarms. RELATING TO FIRE ALARMS. Requires the DOE to submit an annual report to the legislature on the installation, repair, and maintenance of fire alarm systems in Hawaii's public schools. Appropriates funds.

RELATING TO HAWAII EDUCATOR LOANS. Appropriates funds into and out of the Hawaii educator loan program revolving fund to be used to provide financial assistance for students participating under the Hawaii educator loan program.

RELATING TO TEACHER LOANS. Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows a loan to be forgiven for teachers who become a licensed teacher in Hawaii or for teachers who will commit to teach for seven years at a Hawaii public school or public charter school.

Appropriates moneys for the Department of Education to enhance the Panorama platform and Trust Circle mobile app. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO THE BOARD OF EDUCATION. Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
