RELATING TO TRANSPORTATION.

Permits a shipping container chassis that holds a valid out-of-state certificate of vehicle registration to obtain a certificate of safety inspection.  Makes an out-of-state registration for a shipping container chassis valid in the State until its expiration in the other state or for one year after a vehicle safety inspection.  Effective 7/1/3000.  (HD1)

RELATING TO THE INTERISLAND TRANSPORT OF HYDROGEN.

Authorizes the Public Utilities Commission to establish a discounted rate by tariff for water carriers that engage in the interisland transport of renewable hydrogen.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE ENERGY.

Allows the counties to establish, by ordinance, an opt-in program that allows an annual payment in lieu of real property taxes on the land or improvements thereon that are actively used to produce or store renewable energy that is sold to an electric utility.  Effective 7/1/3000.  (HD1)

RELATING TO BEVERAGE CONTAINERS.

Allows for the establishment of additional regional centers for the redemption of refillable beverage containers.  Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers and amends the types of containers they must accept for redemption.  Requires the Department of Health to establish a reverse vending machine pilot program to use the deposit beverage container deposit special fund to provide grants to deploy reverse vending machines.  Effective 7/1/3000.  (HD1)

RELATING TO SCHOOL PSYCHOLOGY.

Creates a School Psychologists Working Group to recommend actionable steps or propose legislation for an immediate pathway to licensure for school psychologists that can be acted upon in 2025.  Effective 7/1/3000.  (HD1)

Establishes the Artificial Intelligence Working Group to develop acceptable use policies and guidelines for the regulation, development, deployment, and use of artificial technologies in the State.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO WORKERS' COMPENSATION.

Authorizes certain types of radiographical coverage and specialist consultations without a treatment plan within the context of workers' compensation coverage for employees with cervical and lumbar spinal injuries, or suspected cervical and lumbar spinal injuries.  Effective 7/1/3000.  (HD1)

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Authorizes the Department of Health to conduct criminal history record checks of applicants for permits to operate as a hemp processor.  Effective 7/1/3000.  Sunsets 7/1/2027.  (HD1)

RELATING TO INSURANCE.

Amends various provisions of title 24, HRS, to update and improve existing provisions.  Defines "dormant captive insurance company" and sets out a procedure to apply for the certificate of dormancy.  Adds the term "doing business as" to "trade name" statutory references.  Clarifies continuing education provider filing requirements.  Clarifies reinsurance intermediary-manager filing requirements.  Amends the surety bond threshold requirement for third party administrators and clarifies the audited financial statements requirements.  Amends the definitions of "controlled unaffiliated business" and "participant" as applied to captive insurance companies. Provides for exemption from premium taxes for a captive insurer in its first year after formation.

RELATING TO TITLE 24, HAWAII REVISED STATUTES.

Provides amendments to external review procedures to improve consistency with the National Association of Insurance Commissioners Uniform Health Carrier External Review Model Act. Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.

RELATING TO INSURANCE.

Amends various sections of chapter 431, article 11, Hawaii Revised Statutes to adopt revisions to the National Association of Insurance Commissioners Model #440, Insurance Holding Company System Regulatory Act.

Status

RELATING TO THE LANDLORD-TENANT CODE.

Establishes an alternative process for the termination of the rental agreement that involves mediation.  Requires the Governor to notify the Chief Justice, Legislature, and Revisor of Statutes when the final wildfire proclamation will expire.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Appropriates funds.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
