RELATING TO AUTOMATIC RENEWALS.

Expands the law governing automatic renewal clauses to contracts with specified terms of one month or more and that renew for specified terms of one month or more.

RELATING TO PROFESSIONAL LAND SURVEYORS.

Establishes a statute of repose for land surveyors, after which time a complaint cannot be made.

Status

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report.  Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report.

Status

RELATING TO CEMETERIES.

Authorizes the DCCA director to appoint an organization as the limited owner of a cemetery, under certain circumstances, for the purposes of perpetual care and security measures.

RELATING TO THE HAWAII PROPERTY INSURANCE ASSOCIATION.

Increases the number of public members on the board of directors of the Hawaii Property Insurance Association from three to four.  Requires the Speaker of the House of Representatives and Senate President, rather than the Insurance Commissioner, to appoint the public members.

Status

RELATING TO INSURANCE.

Establishes the state reinsurance exploratory working group to study the feasibility of establishing a state run reinsurance program to ensure affordable coverage for property owners against catastrophic events.  Requires a report to the legislature.  Appropriates funds.

Status

RELATING TO RENT CONTROL.

Prohibits a landlord from renting or leasing, or offering to rent or lease, a dwelling unit in the district described in section 4-1(2)(D), HRS, at a rate that exceeds the rate for which that dwelling unit was rented or leased or offered for rent or lease on 8/7/2023.  Sunsets on 7/1/2025.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
