RELATING TO NEONICOTINOIDS.

Classifies neonicotinoid pesticides as restricted use pesticides and establishes a list of chemicals that belong to the neonicotinoid class of chemicals.

RELATING TO HEMP.

Makes a conforming amendment to allow the Department of Health, or its designee, to conduct criminal history record checks on applicants for hemp processor permits.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION.

Includes agritourism in the definition of "enterprise" to authorize the Agribusiness Development Corporation to financially support businesses engaged in agritourism.

RELATING TO THE DEPARTMENT OF AGRICULTURE.

Appropriates funds to the Department of Agriculture for the preparation of an environmental impact statement to drill non-potable water wells on individual parcels at Panaewa and Pahoa agricultural parks.

RELATING TO AGRICULTURE.

Requires the Board of Agriculture to submit a report on the percentage of agricultural lands that are suitable for farming and actively farmed and certain dollar amounts relating to lease transfers between lessees.

RELATING TO CONSUMER PROTECTION.

Establishes a timeline by which roasted coffee, instant coffee, and ready-to-drink coffee beverages that use a geographic origin in labeling or advertising are required to contain a certain per cent coffee by weight from that geographic origin.

Status

RELATING TO ROSE-RINGED PARAKEETS.

Establishes a one-year pilot program to reduce the population of rose-ringed parakeets on Kauai using past research and on-the-ground experience to guide future strategies.  Appropriates funds.  Sunsets 6/30/2025.

Status

RELATING TO INVASIVE SPECIES.

Imposes a penalty for knowingly selling invasive plants or plants containing invasive species.

Status

RELATING TO LITTLE FIRE ANTS.

Recognizes the Hawaii ant lab as the lead organization in addressing little fire ant infestations, with support of the department of agriculture, plant pest and disease control branch.  Appropriates funds to support the Hawaii ant lab in mitigating the effects of little fire ants in the State.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
