"A BILL FOR AN ACT RELATING TO CARBON SEQUESTRATION,"

The purpose of this measure is to appropriate funds for the Hawaii Carbon Smart Land Management Assistance Pilot Program.

Your Committee received testimony in support of this measure from the Hawai‘i Climate Change Mitigation and Adaptation Commission; The Nature Conservancy, Hawai‘i and Palmyra; Citizens' Climate Lobby of Hawaii; Climate Protectors Hawaii; Hawaii Reef and Ocean Coalition; 350Hawaii.org; Hawai‘i Farmers Union United; Kauai Climate Action Coalition - Capture the Carbon; and eight individuals. Your Committee received testimony in opposition to this measure from one individual. Your Committee received comments on this measure from the Department of Agriculture and Department of Land and Natural Resources.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 419, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
