Sir:
Your Committee on Finance, to which was referred H.B. No. 35 entitled:
"A BILL FOR AN ACT RELATING TO NON-GENERAL FUND REPORTS,"
begs leave to report as follows:
Your Committee received comments on this measure from the
Public Utilities Commission.
Your Committee finds
that existing requirements for non-general fund program measures reports rely
upon target population objectives and effectiveness measures for the ensuing
six fiscal years. This measure changes
the requirements to focus on the four prior fiscal years and ensuing two fiscal
years and repeals program size indicators.
This measures also requires that budget journal details by cost element
be submitted as a part of the annual non-general fund cost element reports.
Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 35, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 35, H.D. 1, and be placed on the calendar for Third Reading.
