A BILL FOR AN ACT
Relating to PUBLIC Parking SPACES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
"Part . PUBLIC PARKING SPACES
§291-A Definitions. As used in this part:
"Motor vehicle" means every vehicle which is self-propelled and every vehicle which is propelled by electric power but not operated upon rails.
"Public paid parking space" means any space that is designated for use by the general public as a space to park one or more motor vehicles upon payment of required parking fees.
"Parking meter" means a device located in the vicinity of a parking space for the purpose of granting parking privileges to persons for a certain number of minutes or hours upon the payment of required parking fees by a method allowed by the device. "Parking meter" includes multi-space parking meter devices located in the vicinity of the parking spaces regulated by the device.
§291-B. Parking fees; payment method. Effective January 1, 2025, all parking lots with public paid parking spaces in the State shall accept payment of parking fees by credit card and debit card. All parking meters that collect parking fees for any public paid parking space in the State shall be maintained in working order to accept payment by credit card and debit card. Nothing in this section shall be construed to prohibit a parking lot with public paid parking spaces or parking meters from accepting payment by cash.
§291-C. Ordinances to enforce authorized. Each county shall adopt ordinances to enforce the requirements of section 291-B, including the establishment of penalties for failure to comply with the requirements of that section."
SECTION 2. This Act shall take effect upon its approval.
