RELATING TO TRANSPORTATION. Repeals the electric bicycle and electric moped rebate program and electric bicycle and electric moped subaccount of the highway development special fund. Establishes the electric mobility rebate program and electric mobility special fund. Appropriates moneys. Effective 7/1/2050 and 7/1/2051. (SD2)

RELATING TO UNMANNED AIRCRAFT SYSTEMS. Prohibits trespass with an unmanned aircraft system, with exceptions. Establishes a penalty.

RELATING TO TRANSPORTATION. Amends the composition and duties of the State Highway Safety Council. (SD2)

RELATING TO VEHICLES. Prohibits a person from causing a diesel or gas-powered vehicle to discharge clearly visible smoke, soot, or other exhaust emissions onto another person or motor vehicle. Establishes a $500 fine for violators. (SD1)

RELATING TO TRANSPORTATION. Authorizes the Department of Transportation to delay or deny approval for port entry or departure in instances when the Department of Transportation receives notice from a federal agency or other agency that a vessel or its crew has engaged in activity that has violated any federal, state, or county law or rule pertaining to environmental protection or maritime transportation. Authorizes the Department of Transportation to grant approvals for use of any commercial harbor facility by a vessel in coordination with a federal agency or other agency. Effective 3/22/2075. (SD2)

RELATING TO TRANSPORTATION. Establishes a safe routes for people implementation program and safe routes for people implementation committee to develop strategies and facilitate transportation-related projects that ensure the safety of keiki and kupuna using ground transportation facilities. Authorizes the safe routes for people implementation committee to develop the application process under the safe routes to school program. Renames the safe routes to school program special fund to the safe routes for people special fund and amends its purpose. Appropriates funds. Effective 7/1/2050. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
