RELATING TO A MODERN HAWAII HISTORY MUSEUM. Establishes a museum of modern Hawaii history. Establishes a task force to prepare the plans, specifications, and designs for the construction of the museum of modern Hawaii history. Appropriates funds.

RELATING TO CULTURE AND ARTS. Establishes the Hawaii leadership award program to honor individuals who have made considerable and outstanding contributions to Hawaii and serve as inspirations to others. Appropriates moneys.

RELATING TO THE WORKS OF ART SPECIAL FUND. Requires the State Art Museum to provide opportunities for the counties and private organizations located in Hawaii to display art through loan arrangements with the State Foundation on Culture and the Arts under the Arts in Public Places Program. Provides that artists who reside in Hawaii receive selection preference for the Arts in Public Places Program. Requires a report to the Legislature.

RELATING TO THE WORKS OF ART SPECIAL FUND. Specifies that 0.5 per cent, rather than one per cent, of state fund appropriations for capital improvements shall be transferred into the Works of Art Special Fund. Limits the 0.5 per cent amount to appropriations designated for the construction of new state buildings, properties, or facilities.

RELATING TO CREATIVE DISTRICTS. Creates a process for the establishment of a creative district. Establishes a five-year tax credit for creative districts. Permits counties to enact incentives for creative districts. Requires the State Foundation on Culture and the Arts to submit an annual report to the Legislature on creative districts. Applies to taxable years beginning after 12/31/2023.

RELATING TO INSURANCE. Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program. On 6/30/2025, repeals the allowable exclusions, recordkeeping requirements, right of recovery, insurable interest, and required disclosures and notices under the peer-to-peer car-sharing insurance law.

RELATING TO INSURANCE. Clarifies when the termination of peer-to-peer car-sharing occurs for purposes of motor vehicle insurance. Clarifies the application of the peer-to-peer car-sharing insurance laws as to other entities that make available rental vehicles under state law. Amends the minimum motor vehicle insurance coverage for shared cars to be consistent with the existing minimum coverage for personal vehicles. Clarifies when the requirements for motor vehicle insurance coverage are satisfied. Repeals the sunset of the peer-to-peer car-sharing insurance requirements.

RELATING TO VESSELS. Authorizes the Director of Transportation to adopt rules that regulate and limit noise from vessels at harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings of the State.

RELATING TO NOISE POLLUTION. Establishes that noise generated by helicopters in excess of a certain decibel level constitutes a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for committing a public nuisance. Establishes exceptions.

RELATING TO NOISE CONTROL. Allows for noise control infractions to be processed under the traffic and emergency period infractions adjudication process. Grants the district court concurrent jurisdiction over noise control infractions committed by minors.

RELATING TO SPECIAL NUMBER PLATES. Authorizes the issuance of special number plates to commemorate Malama Pu‘uloa.

RELATING TO MOTOR VEHICLE REGISTRATION. Classifies certain former military vehicles as special interest vehicles. Enables owners of former military vehicles to apply for registration. Effective 1/1/2024.
