RELATING TO EXCESSIVE NOISE. Appropriates funds for the department of transportation, in conjunction with the city and county of Honolulu, to develop a pilot program to use noise detection traffic cameras to address excessive traffic noise in urban areas on the island of Oahu. Requires report to the legislature. Sunsets 12/31/2025.

RELATING TO AUDIBLE VEHICLE REVERSE WARNING SYSTEMS. Requires the use of current audible reverse warning systems (back-up beepers) on state and county-owned vehicles purchased on or after 1/1/2026, with more effective broadband reversing alarms by 1/1/2026.

RELATING TO EMERGENCY VEHICLES. Makes it discretionary for authorized emergency vehicles to use sirens when responding to an emergency or in other specified situations if the siren is not reasonably necessary under the circumstances.

RELATING TO HIGHWAY SAFETY. Establishes the offense of operating a vehicle while impaired, and penalties.

RELATING TO MOTOR VEHICLE INSURANCE. Increases the minimum required liability coverage for accidental harm and destruction of property for motor vehicle insurance policies in the State.

RELATING TO TRAFFIC INFRACTIONS. Establishes a traffic fines task force that will examine the Finnish tiered traffic fines system, determine whether a similar system could be implemented in Hawaii, and provide recommendations as to how a system could best be implemented. Appropriates funds.

RELATING TO TRANSPORTATION. Renames the electric bicycle and electric moped rebate program as the electric mobility rebate program. Expands the scope of the program to include electric micro-mobility devices and an additional rebate type. Appropriates moneys.

RELATING TO TRAFFIC CONTROL DEVICES. Beginning July 1, 2023, requires the Department of Transportation to include the kilometers per hour in a distinct, design, display, and color from the miles per hour shown on all new and replacement speed limit signs.

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Repeals vehicle license recovery fees. Takes effect 1/1/2024.

RELATING TO TRANSPORTATION. Requires lessors of rental motor vehicles to incorporate zero‑emission vehicles or plug-in hybrid electric vehicles, or both, into the lessor's rental motor vehicle fleets.

RELATING TO MOTOR VEHICLES. Prohibits motor vehicle manufacturers from charging subscription fees for services that employ equipment already installed in the motor vehicle at the time of sale as a new motor vehicle.

RELATING TO MOPEDS. Specifies that the registration fee for mopeds shall not exceed $100 per year, as determined by the counties' director of finance. Specifies that the issuance fee for a tag or emblem shall be no more than $20.

RELATING TO COMMERCIAL VEHICLES. Prohibits commercial vehicles weighing ten thousand pounds or more from driving in the left lane on all roadways with two lanes unless the commercial vehicle is able to maintain speed with existing traffic flow and is in the process of passing another vehicle. Prohibits commercial vehicles weighing ten thousand pounds or more from driving in the left lane on all roadways with three or more lanes.

RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS. Requires the Department of Transportation to amend its administrative rules to repeal any provisions requiring the furnishing of evidence of registration as a condition precedent to receiving a certificate of inspection.
