RELATING TO LAW ENFORCEMENT REFORM. Requires any department or agency employing a law enforcement officer to maintain a publicly available policy that provides a minimum standard on the use of force. Allows use of force policies and training to be considered in legal proceedings involving a law enforcement officer's use of force. Requires a law enforcement officer who observes the use of force by another law enforcement officer to report the use of force. Requires that law enforcement officers receive training designed to minimize the use of force.

RELATING TO FIREARMS. Establishes the misdemeanor offense of brandishing a firearm.

RELATING TO FIREARMS. Increases the minimum classroom instruction time for state certified or National Rifle Association certified firearm safety courses from four to fourteen hours. Requires firearm safety courses to include additional subject matter. Requires applicants for a license to carry a concealed firearm to pass a written test, participate in an in person interview, and provide information to demonstrate that the applicant is of good moral character and sufficient mental competence.

RELATING TO TOBACCO PRODUCTS. Clarifies that county ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices are null and void only if they are in direct conflict with or less stringent than state law that governs smoking. Clarifies that counties retain the authority to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices, as long as the ordinances do not directly conflict with and are more stringent than the provisions in state law that governs smoking.

While submitting your written testimony, you will be prompted to indicate if you would also like to testify at the hearing in-person or remotely via videoconference.
Please note the following:
· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 2 minutes each.
