RELATING TO LAW ENFORCEMENT REFORM. Requires a law enforcement officer who observes criminal misconduct by another law enforcement officer to report the criminal misconduct. Requires passage of a psychological screening test battery to qualify for appointment as a law enforcement officer. Subjects a law enforcement officer to denial, suspension, or revocation of a law enforcement officer's certification for failure to report observed criminal misconduct or committing an act of criminal misconduct. Prohibits the use of a chokehold by a law enforcement officer unless the use of deadly force is justifiable. Defines chokehold.

RELATING TO COUNTY POLICE DEPARTMENTS. Clarifies when the identity of a police officer, who has been suspended or discharged following a misconduct incident, is to be disclosed in a county police department's annual report to the legislature.

RELATING TO EMERGENCY POWERS. Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Defines "hospital".

RELATING TO EMERGENCY WORKERS. Amends the definition of "emergency worker" in the Penal Code to include communications dispatchers.

RELATING TO THE COUNTIES. Authorizes certain counties to use county surcharge on GET revenues and fuel tax revenues for the repair and maintenance of private roadways that are open to and used by the public.

RELATING TO TAXATION. Extends the period in which a county may adopt a surcharge on state tax, under certain conditions. Authorizes the use of the surcharge revenues for affordable and workforce housing infrastructure. Allows the counties to use surcharge revenues for housing infrastructure, including roadways, water, and sewer.

RELATING TO SHORT-TERM RENTALS. Prohibits bans on dwelling unit rentals having a term between one and five months for inter-island relocations and temporary workers. Authorizes county councils to adopt any ordinances necessary to implement the prohibition by 6/30/2024.

RELATING TO PERMITTED INTERACTIONS. Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official county council business for purposes of permitted interactions. Clarifies that such meetings shall be meetings that are open to the public.

RELATING TO CIVIL AIR PATROL. Appropriates funds for operational expenses of the Hawaii Wing of the Civil Air Patrol.
