RELATING TO TOBACCO PRODUCTS. Repeals existing law that provides that all local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices are preempted and that existing local laws and regulations conflicting with state law that governs smoking are null and void. Clarifies that counties retain the authority to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices, provided that the ordinances are more stringent than the provisions in state law that govern smoking. Effective 7/1/2050. (SD1)

RELATING TO INTOXICATING LIQUOR. Increases the amount of malt beverages, wine, and alcohol that a small craft producer pub licensee may produce during the license year. Effective 7/1/2050. (SD1)

RELATING TO THE DRUG AND ALCOHOL TOXICOLOGY TESTING LABORATORY. Amends references to amends the administration of the State Drug and Alcohol Toxicology Testing Laboratory Special Fund. Appropriates funds to the Department of Transportation Highways Division to deposit state highway funds to the Drug and Alcohol Toxicology Testing Laboratory Special Fund. Effective 7/1/2050. (SD2)

RELATING TO THE RENEWAL OF DRIVER'S LICENSES. Allows for the renewal of driver's licenses by mail or online. (SD2)

RELATING TO ACCESSIBILITY. Requires retail establishments with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours under certain conditions. Establishes fines. Effective 12/31/2050. (SD2)

RELATING TO STATE EMPLOYEES. Requires the State to defend professionally licensed or certified state employees from civil actions when the employee was acting within the scope of their employment and was not grossly negligent or wanton. Requires that if the State refuses to defend a state or county employee from civil actions on certain grounds, that the State file a motion to be heard with the court. Effective 1/1/2050. (SD1)

RELATING TO ADDRESS CONFIDENTIALITY. Changes the governmental entity responsible for the administration of the Address Confidentiality Program from the Office of the Lieutenant Governor to the Department of Law Enforcement. Allows the Department of Law Enforcement to contract with a third party for the mail forwarding and acceptance of service of legal process aspects of the program. Appropriates funds for full-time equivalent positions, operating costs, and equipment to support the Department of Law Enforcement in administering the Address Confidentiality Program. RELATING TO THE UNIFORM PROBATE CODE. Updates articles I through IV of the Uniform Probate Code to adjust for inflation, provide additional clarity, resolve issues that have arisen in probate practice, and address societal changes in familial relations. Takes effect 03/22/2075. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
