RELATING TO ASSISTED COMMUNITY TREATMENT ORDERS. Extends the time period that a family court may order continued assisted community treatment. Reduces the time period that a family court needs to determine whether assisted community treatment should continue. Effective 6/30/2050. (SD1)

RELATING TO FIREARMS. Prohibits firearms in certain locations and premises and provides for enhanced sentencing. Requires possession and disclosure of a license to carry. Prohibits leaving an unsecured firearm in a vehicle unattended. Prohibits consuming or being under the influence of alcohol, an intoxicating liquor, or a controlled substance when carrying a firearm. Prohibits carrying or possessing firearms on certain private property open to the public without express authorization. Requires annual reports from the Department of the Attorney General on carry licenses. Amends the requirements for, and revocation of, firearms permits and licenses. Amends the disqualification of persons from owning, possessing, or controlling a firearm. Expands the qualified immunity for health care providers who provide information on firearms applicants to include physician assistants and advanced practice registered nurses. (SD1) |

RELATING TO ADOPTION. Requires an adopted individual to be considered a child of both the adopted and natural parents for the sole purpose of determining familial relationships, including for purposes of the Hawaiian Homes Commission Act. Effective 6/30/3000. (HD1)

RELATING TO PENALTIES FOR UNLICENSED CARE HOMES. Clarifies the penalty to be assessed on any person who intentionally operates a care facility without a certificate or license. Effective 6/30/3000. (HD1)

RELATING TO MOTOR VEHICLES ENFORCEMENT. Amends the law relating to the issuance of citations for violations of section 291-35, HRS, relating to vehicle gross weight, axle, and wheel loads. Effective 6/30/3000. (HD1)

RELATING TO COMMERCIAL MOTOR VEHICLE WEIGHT LIMITS. Makes state law consistent with federal law regarding legal limits for gross vehicle weight and axle loads traveling on all public roadways. (HD2)

RELATING TO COMMERCIAL DRIVER LICENSING. Meets federal requirements on fraudulent activity relating to commercial learner's permits and commercial driver's licenses. (HD2)

RELATING TO NOISE POLLUTION. Establishes a private right of action for any person aggrieved by a violation of the Federal Aviation Act and existing federal laws to bring a civil action against the owner or operator of the helicopter in violation and collect damages and litigation costs. RELATING TO COLLECTIVE BARGAINING. Specifies that exclusive representatives of public employees are not required to provide grievance representation to collective bargaining unit members who do not pay dues or dues equivalents and who decline to pay reasonable costs of the representation. RELATING TO THE TRAFFIC CODE. Allows operators of bicycles, motorcycles, and mopeds to proceed through an intersection on a steady red signal during certain hours if the traffic signal is controlled by a vehicle detection device that is inoperative due to the size or composition of the bicycle, motorcycle, or moped. Effective 6/30/3000. (HD2)
