RELATING TO EARLY LEARNING ACCREDITATION.

Establishes within the Department of Human Services' Child Care Subsidy Program Office, a Child Care Accreditation Program to support licensed or registered child care providers to obtain accreditation from a national early learning accrediting organization or an accrediting organization approved by the Director of Human Services.  Extends the deadline by which unaccredited service providers of the Preschool Open Doors Program must commence the accreditation process and obtain accreditation.  Appropriates funds.  Effective 12/31/2050.  (SD2)

RELATING TO EARLY LEARNING.

Appropriates moneys for the Preschool Open Doors Program and Executive Office on Early Learning to expand access to preschool and to implement program changes required by previous acts.  Expands the types of entities from which a Preschool Open Doors service provider may obtain accreditation.  Authorizes the preschool open doors special fund to accept federal funds.  Appropriates moneys.  Effective 7/1/2050.  (SD1)

RELATING TO HUMAN TRAFFICKING.

Establishes a statewide prevention program overseen by the Department of the Attorney General to provide services and assistance to commercially sexually exploited children and to victims of human trafficking.  Requires reports to the Legislature.  Effective 12/31/2050.  (SD1)

RELATING TO MINORS.

Requires providers of no-cost emergency shelter and related services to maintain separation for unrelated adults and minor children.  Makes permanent the amendments to the definition of "provider" to include organizations that are not child placing organizations or child caring institutions that meet certain criteria.  Effective 12/31/2050.  (SD1)

RELATING TO MINORS.

Allows a school counselor, domestic violence victim advocate, or other mental health professional licensed by the State to petition for a protective order on a minor's behalf when the minor's parent or guardian is unable to submit a petition.  Effective 12/31/2050.  (SD1)

RELATING TO CHILD VISITATION.

Allows the court to award reasonable visitation rights to a petitioning grandparent of a minor child when the child's parent is unable to exercise parental visitation due to death or incarceration and denial of reasonable grandparent visitation rights would cause significant harm to the child.  Sets forth procedures, considerations, and standards for the court to grant grandparent visitation rights.  Specifies that any person who violates the terms and conditions of a court order granting reasonable grandparent visitation rights may be held in contempt of court.  Effective 7/1/2050.  (SD1)

RELATING TO THE STATE REHABILITATION COUNCIL.

Reduces the number of members on the State Rehabilitation Council from twenty-one to fifteen.  Authorizes the State Rehabilitation Council to establish a quorum and conduct business without regard to vacancies.

RELATING TO THE CHILD WELFARE SERVICES.

Establishes within the Office of Wellness and Resilience, the Malama Ohana Working Group to seek, design, and recommend transformative changes to the State's existing child welfare system.  Allows the Office of Wellness and Resilience to contract with an administrative facilitator to provide necessary support for the Malama Ohana Working Group in carrying out its duties.  Requires the Malama Ohana Working Group to report to the Legislature prior to the Regular Session of 2025 and be dissolved upon the adjournment thereof.  Appropriates funds.  Effective 12/31/2050.  (SD2)

RELATING TO CHILD WELFARE.

Requires the Department of Human Services to collect and analyze data to determine the impact of expanding post-permanency services to families receiving benefits from the adoption assistance program and report to the Legislature before the 2025 Regular Session.  Appropriates funds.  Effective 12/31/2050.  (SD1)

RELATING TO THE SENIOR MEDICARE PATROL PROGRAM.

Appropriates funds for 3 additional program specialist positions within the Executive Office on Aging for the State's Senior Medicare Patrol Program.  Effective 12/31/2050.  (SD2)

RELATING TO FOOD BANKS.

Appropriates funds to the Office of Community Services of the Department of Labor and Industrial Relations to fund the purchase, storage, and transportation costs of food for distribution to food banks in the State.  Effective 1/1/2050.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
