Legislative
pilot projects over the last six years have sought to address the persistent
problems of homelessness. In 2018,
Act 209 (SB2401
CD1)(SLH 2018)
established the Ohana Zones Pilot Program and appropriated $30 million to
provide temporary housing for homeless individuals and families on locations
situated on public lands where programs would be able to address the basic
needs of individuals experiencing homelessness and where wrap-around services,
including social and health care services, transportation, and other services,
would be offered to assist in transitioning individuals into affordable
housing. The Ohana Zones Pilot Program was extended in 2022 by Act 235 (HB2512
CD2)(SLH 2022)
with an additional $15 million appropriation.
This year, Act 95 (HB1397 CD1)(SLH 2023) established a Supportive Housing Pilot Program in the Statewide Office on Homelessness and Housing Solutions with an appropriation of $5 million to contract new supportive housing rental projects or rental units, provide support services for qualified individuals and families with special needs, and develop a supportive housing information system.
The purpose of this briefing is to update the Committee and the public on status, activities, goals, lessons learned, and progress of both of these ongoing initiatives – the Ohana Zones and Permanent Supportive Housing Pilot Programs.
