In 2021, pursuant to Act 208 (HB 1281 CD1)(SLH 2021), a three-year transfer of certain duties, functions, and powers related to emergency medical services was initiated from the Hawaii State Department of Health to the City and County of Honolulu.  Specifically, billing and collection functions and the establishment and administration of a community paramedicine program was authorized by Act 208. 


Since that time, the Honolulu Emergency Services Department has begun to operate its own billing and collections system, as well as established its Crisis Outreach Response and Engagement (C.O.R.E.) Branch as a model community paramedicine program.

 

The purpose of this briefing is to update the Committee and the public on the status, activities, goals, and progress of the Honolulu Emergency Services Department pursuant to the transfer authorized by Act 208 (SLH 2021).  The Committee is also seeking updated information on the progress and future plans for Honolulu's C.O.R.E. services.

 

The following persons from the Honolulu Emergency Services Department have been invited to participate:
