RELATING TO NURSES. Allows the Board of Nursing to issue temporary permits to registered nurses and practical nurses licensed in another jurisdiction under certain circumstances, and excepts from license requirements nurses who are licensed in another state, territory, or country accompanying a patient from out-of-state for a period of less than two weeks and not employed or affiliated with a health care facility in the State.

RELATING TO INSURANCE. Authorizes prescriptions made by chiropractors for physical therapy and therapeutic massage treatment to qualify as a motor vehicle insurance personal injury protection benefit. Replaces the existing cap on the number of chiropractic treatment visits that qualify for motor vehicle insurance coverage with a number of visits that are deemed medically necessary. Amends the reimbursement amount for chiropractic treatment from $75 per visit to an amount tied to the charges, and any subsequent increases in charges, permissible under the workers' compensation supplemental medical fee schedule. Repeals the thirty-visit cap on combined naturopathic, chiropractic, and acupuncture treatments.

RELATING TO DENTISTRY LICENSES. Allows the Board of Dentistry to issue without examination, a community service license to practice dental hygiene in the employment of a community health center and allows eligible candidates to submit as documentation and credentials, diplomas and certificates of graduation from a dental hygiene college or dental college that is recognized by the American Dental Association Commission on Dental Accreditation, recognized and approved by the Board. Allows the Board to issue without examination, a community service license to practice dentistry in the employment of a community health center and allows eligible candidates to submit as documentation and credentials, diplomas and certificates of graduation from a dental hygiene college or dental college that is recognized by the American Dental Association Commission on Dental Accreditation, recognized and approved by the Board, and certificates or other evidence satisfactory to the Board of having passed the Integrated National Board Dental Examination. Allows the Board to issue without examination, a temporary license to practice dentistry exclusively under the auspices of a dental residency program, to graduates from a dental college accredited or recognized by the American Dental Association Commission on Dental Accreditation, recognized and approved by the Board.

RELATING TO THE AUDIOLOGY AND SPEECH-LANGUAGE PATHOLOGY INTERSTATE COMPACT. Establishes provisions relating to the Audiology and Speech-Language Pathology Interstate Compact to facilitate interstate practice of audiology and speech-language pathology.

RELATING TO THE RECOGNITION OF EMERGENCY MEDICAL SERVICES PERSONNEL LICENSURE INTERSTATE COMPACT. Adopts the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact.

RELATING TO THE PSYCHOLOGY INTERJURISDICTIONAL COMPACT. Adopts the Psychology Interjurisdictional Compact to allow a person authorized to practice psychology in a compact state in which the person is not licensed.

RELATING TO THE INTERSTATE LICENSED PROFESSIONAL COUNSELORS COMPACT. Adopts the Interstate Licensed Professional Counselors Compact to allow a person who is a licensed professional counselor in the person's state of residence to practice professional counseling in a compact state in which the person is not licensed pursuant to a privilege to practice.

RELATING TO THE OCCUPATIONAL THERAPY LICENSURE COMPACT. Adopts the Occupational Therapy Licensure Compact allowing occupational therapists and occupational therapy assistants licensed in a member state to practice in other member states.

RELATING TO EMERGENCY MEDICAL SERVICES. Repeals the sunset date of section 2 of Act 119, Session Laws of Hawaii 2021, making permanent the requirement that the Hawaii Medical Board issue licenses in four levels of emergency response practice in counties with a population of five hundred thousand or greater and the creation of an additional licensure category for emergency medical technicians 1 who are certified at a higher practice level than emergency medical technicians but do not provide ambulance services.

RELATING TO THE PRACTICE OF PHARMACY. Exempts drug manufacturers, wholesale prescription drug distributors, and third-party logistics providers of home dialysis drugs, supplies, and devices from the license, registration, and permit requirements for pharmacies; provided that certain conditions are met.

RELATING TO HEALTH. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses.

RELATING TO THE PHYSICAL THERAPY COMPACT. Allows the Governor to enter the State into the multi-state Physical Therapy Licensure Compact, which will allow a physical therapist licensed by a home state to practice under a multi-state licensure privilege in each party state.

RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT. Adopts the Interstate Medical Licensure Compact to create a comprehensive process that complements the existing licensing and regulatory authority of state medical boards and provides a streamlined process that allows physicians to become licensed in multiple states, thereby enhancing the portability of a medical license and ensuring the safety of patients.

RELATING TO MENTAL HEALTH. Permanently establishes the Beneficial Treatments Advisory Council to review mental health treatment information and advise the Department of Health.
