RELATING TO TAXATION. Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Effective 1/1/2050. (SD2)

RELATING TO TELECOMMUNICATIONS AND CABLE INDUSTRY INFORMATION REPORTING. Repeals chapter 440J, Hawaii Revised Statutes (HRS), relating to telecommunications and cable industry information reporting requirements for broadband service providers. Amends the definitions of "broadband infrastructure" and "broadband service" under chapter 206R, HRS, relating to the Broadband Infrastructure Grant Program. Amends the definitions of "broadband infrastructure" and "broadband service" under section 356D-11.5, HRS, relating to broadband infrastructure under the Hawaii Public Housing Authority. Requires the Department of Commerce and Consumer Affairs to make available for public inspection all informational reports that providers previously filed pursuant to chapter 440J, HRS. Effective 1/1/2050. (SD2)

RELATING TO TELECOMMUNICATION. Requires the Comptroller to identify state office buildings that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the Legislature. Effective 1/1/2050. (SD1)

RELATING TO BROADBAND. Transfers the Hawaii Broadband and Digital Equity Office from the Department of Business, Economic Development, and Tourism to the Office of the Lieutenant Governor on a temporary, 4-year basis. Appropriates general funds to provide required matching funds for the Broadband Equity, Access, and Deployment Program. Appropriates from the funds received by the State of Hawaii from the Infrastructure Investment and Jobs Act for the Broadband Equity, Access, and Deployment Program. Requires the Office of the Lieutenant Governor to convene and lead the working group established pursuant to Act 231, SLH 2022. Effective 1/1/2050. (SD3)

RELATING TO OFFENSIVE CYBERSECURITY. Establishes an offensive cybersecurity program within the Office of Enterprise Technology Services to analyze an evaluate cybersecurity threats and increase cybersecurity awareness and education. Establishes a goal for all state and county agencies to identify and address vulnerabilities having a benchmark score exceeding 3.9 on the Common Vulnerability Scoring System by January 1, 2026. Makes appropriations and authorizes the establishment of positions. Effective 1/1/2050. (SD1)

RELATING TO CABLE TELEVISION SYSTEMS. Adds additional considerations for the Director of Commerce and Consumer Affairs to take into account when ensuring that the terms and conditions required for operation of an access organization are fair to the public in its designated service area. Requires cable operators to include viewership numbers for channels designated for public, educational, and government access use in its reports to the Director of Commerce and Consumer Affairs. Effective 7/1/2050. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII. Establishes, and appropriates funds for, a Network Improvement Community Task Force to develop a K-12 science, technology, engineering, and mathematics teacher education degree for the University of Hawaii and report to the Legislature. Appropriates funds for the establishment of a Science, Technology, Engineering, and Mathematics Entrepreneur-Resident at the University of Hawaii Maui College. Appropriates funds for the University of Hawaii Maui College's Office of International and Regional Partnerships for study abroad programs. Effective 7/1/2050. (SD1)
