RELATING TO THE BOARD OF EDUCATION. Authorizes a majority of the members of the Board of Education to elect a chairperson from among the members of the Board. Allows the members to annually elect a chairperson upon the start of the next confirmed term for members. Removes the requirement that the chairperson be an at-large member. Effective 6/30/3000. RELATING TO THE BOARD OF EDUCATION. Requires the Board of Education to hold no less than six community forums annually, with at least one community forum in each county. RELATING TO THE EARLY LEARNING BOARD. Amends the composition and qualifications of the Early Learning Board. Establishes general qualifications for the members of the Early Learning Board appointed by the Governor. RELATING TO THE STATE LIBRARY SYSTEM. Authorizes the State Librarian, with approval from the Board of Education, to impose and collect rates, rents, fees, fines and charges for the use of state library facilities and revise rates, rents, fees, and charges as necessary without regard to chapter 91, Hawaii Revised Statutes. Effective 6/30/3000. Sunsets 6/30/2028. (HD1)

RELATING TO STUDENT TRANSPORTATION. Requires the Department of Education to collect certain data on county bus pass usage for public high school and charter school students. RELATING TO THE UNIVERSITY OF HAWAII RESIDENT TUITION FEE. Requires the University of Hawaii to grant resident tuition fees for enrollment at any University of Hawaii campus to individuals who have graduated from a Hawaii high school and are enrolling in an undergraduate degree program, under certain conditions. Effective 6/30/3000. (HD1)

RELATING TO MENTAL HEALTH AT THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii at Manoa to establish three additional permanent mental health practitioner positions within the Division of Student Success' Counseling and Student Development Center. Effective 6/30/3000. (HD1)

RELATING TO BROADBAND. Transfers the Hawaii broadband and digital equity office from the department of business, economic development, and tourism to the office of the lieutenant governor on a temporary, four-year basis. Appropriates general funds to provide required matching funds for the Broadband Equity, Access, and Deployment Program. Appropriates funds received by the State from the Infrastructure Investment and Jobs Act for the Broadband Equity, Access, and Deployment Program. Requires the office of the lieutenant governor to convene and lead the working group established pursuant to Act 231, Session Laws of Hawaii 2022. Effective 6/30/3000. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
