RELATING TO THE GENERAL FUND. Provides a tax credit to taxpayers and makes deposits to the emergency and budget reserve fund and other post-employment benefits trust fund pursuant to article VII, section 6, of the Hawaii State Constitution. Appropriates funds.

RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE. Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2022.

RELATING TO PAYMENT OF CLAIMS OF THE UNCLAIMED PROPERTY PROGRAM. Increases the amount of moneys that can be carried over at June 30 of each fiscal year by the Unclaimed Property Trust Fund from $1,300,000 to $2,500,000.

RELATING TO STATE FUNDS. Amends various general fund appropriations to help the State meet its American Rescue Plan Act maintenance of effort obligations.

RELATING TO FEES FOR MARRIAGE LICENSES. Increases the marriage license fee from $60 to $100, increases the compensation for a marriage license agent from $9 to $15 per license, authorizes deposits of marriage license fees into the vital statistics improvement special fund, and adjusts the distribution of the marriage license fee among various domestic violence prevention special funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
