RELATING TO THE STATE LIBRARY SYSTEM. Authorizes the State Librarian, with approval from the Board of Education, to impose and collect rates, rents, fees, fines and charges for the use of state library facilities and revise rates, rents, fees, and charges as necessary. Effective 7/1/2050. Sunsets 6/30/2028. (SD1)

RELATING TO EARLY LEARNING. Appropriates funds for the preschool open doors program and executive office on early learning to expand access to preschool and to implement program changes required by previous acts. Expands the types of entities from which a preschool open doors service provider may obtain accreditation. Authorizes the preschool open doors special fund to accept federal funds. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION. Authorizes the counties to transfer land to the School Facilities Authority. Exempts the School Facilities Authority from certain assessments and taxes. Authorizes state and county agencies to render services to the School Facilities Authority upon request. Authorizes the School Facilities Authority to engage in commercial enterprise activities for the purpose of revenue generation. Authorizes the School Facilities Authority to contract to manage leasing and management of housing projects. Establishes a deadline for the transfer of properties to the Department of Education from the City and County of Honolulu required by Act 206, SLH 2017, as amended by Act 272, SLH 2019. Effective 6/30/3000. (HD1)

RELATING TO SCHOOL CAMPUSES. Establishes and appropriates funds for a Maui campus housing pilot program. Requires the School Facilities Authority and Department of Education to submit reports to the Legislature. Effective 6/30/3000. (HD1)

RELATING TO EDUCATIONAL HEALTH SERVICES. Allows the administration of medication to public school students by health assistants with the approval of a health care professional within the Department of Education, Department of Health, or a health care service per a written agreement with the Department of Education. Replaces the term "school health aides" with "school health assistants" to reflect recent changes to the job title. Effective 7/1/2050. (SD2)

RELATING TO EDUCATION. Changes the Department of Education's quarterly report requirement on autism spectrum disorder to an annual report.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
