RELATING TO MENTAL HEALTH. Appropriates funds to hire complex-based behavioral health specialists for Hawaii's rural public schools. Effective 7/1/2050. (SD2)

Requires the Department of Education to develop and implement a School Meal Subsidy Program to provide school lunch subsidies to children whose families do not otherwise qualify for free lunch under the federal Free and Reduced Price Lunch Program, subject to income eligibility. RELATING TO STUDENT TRANSPORTATION. Requires the Department of Education to collect certain data on county bus pass usage for public high school and charter school students. Requires an annual report to the Legislature. Appropriates funds to the Department of Education to provide public high school and charter school students with bus passes. Effective 7/1/2050. (SD2)

RELATING TO THE DEPARTMENT OF EDUCATION. Provides procurement exemptions for the Department of Education for certain goods, services, and construction. Sunsets 6/30/2026. Effective 7/1/2050. (SD2)

RELATING TO THE SCHOOL FACILITIES AUTHORITY. Makes necessary amendments to clarify certain references to the School Facilities Authority used in section 302A-1151.1, Hawaii Revised Statutes.

RELATING TO EDUCATION. Authorizes the School Facilities Authority Board to appoint an Executive Director of the School Facilities Authority. (SD2)

RELATING TO THE BOARD OF EDUCATION. Authorizes a majority of the members of the Board of Education to elect a chairperson from among the members of the Board. Allows the members to annually elect a chairperson upon the start of the next confirmed term for members. Removes the requirement that the chairperson be an at-large member. (SD1)

RELATING TO THE BOARD OF EDUCATION. Requires the Board of Education to hold not less than six community forums annually, with at least one community forum in each county. Requires the Board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums. Effective 7/1/2050. (SD1)

RELATING TO THE EARLY LEARNING BOARD. Amends the composition and qualifications of the Early Learning Board to consist of individuals from each county, instead of from particular entities or types of providers. Establishes general qualifications for the members of the Early Learning Board appointed by the Governor.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
