RELATING TO PROFESSIONAL ENGINEERS, ARCHITECTS, SURVEYORS AND LANDSCAPE ARCHITECTS. Clarifies that the conviction of a crime by a person holding a license to practice professional engineering, architecture, land surveying, or landscape architecture in the State, that is substantially related to the qualifications, functions, and duties of the licensee constitutes a ground for disciplinary action by the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects. Allows the Board to suspend or revoke a convicted licensee's license or decline to reissue a license to a convicted licensee subject to certain conditions.

RELATING TO THE STATE BOARD OF PROFESSIONAL ENGINEERS, ARCHITECTS, SURVEYORS, AND LANDSCAPE ARCHITECTS. Increases the number of members composing the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects from fourteen to sixteen members, and requires one member to have at least five years of experience as an employee of a government agency.

RELATING TO THE STATE BOARD OF PROFESSIONAL ENGINEERS, ARCHITECTS, SURVEYORS AND LANDSCAPE ARCHITECTS. Requires the State Board of Professional Engineers, Architects, Surveyors and Landscape Architects to, upon its denial of an application for licensure, provide the applicant with a written notice of denial accompanied by a written explanation describing the reasons for the board's denial.

RELATING TO AN INCOME TAX CREDIT. Establishes a nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices.

RELATING TO TIME SHARING PLANS. Specifies that primary and secondary plan documents be listed in the public disclosure statement of a time share plan. Clarifies the manner in which the required disclosure of liens, title defects, or encumbrances on the titles of units may be made. Provides that a review of encumbrances be waived upon the certification from the developer that the time share interest is free and clear of blanket liens or that identifies all blanket liens.

RELATING TO TIME SHARING PLANS. For time share plans that use title-holding trusts, requires the developer to submit a title report evidencing that the title vested in the trustee. For time share plans that use a notice of time share plan, requires the recordation of the notice and its submission. For time share plans that use alternative arrangements, requires the recordation of any alternative arrangement documents.

RELATING TO TIME SHARE PLANS. Amends the definitions of "time share interest" and "time share plan" in state time sharing plan law for the purpose of subjecting any fractional ownership plan for a joint homeownership limited liability company, or any other entity, to the law.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Allows a landlord or landlord's agent to charge an application screening fee at the time a rental application is processed for residential property. Caps the amount of an application screening fee at $25 and prohibits fees to be charged for each member of a household. Requires the landlord or landlord's agent to provide a receipt for payment of the application screening fee and copy of any report obtained, if requested by the applicant, and within ten days of the applicant's request. Requires the landlord or landlord's agent to return any unauthorized fee amounts to the applicant.

RELATING TO TITLE 24, HAWAII REVISED STATUTES. Provides amendments to external review procedures to improve consistency with the National Association of Insurance Commissioners Uniform Health Carrier External Review Model Act. Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.

RELATING TO THE USE OF ELECTRONIC FILING BY THE PUBLIC UTILITIES COMMISSION. Authorizes the Public Utilities Commission to use electronic filing processes, including electronic service of documents, to conform to the provisions of chapters 269, 271, and 271G, Hawaii Revised Statutes, and current practices.

RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS. Requires the Department of Commerce and Consumer Affairs to make all business registration applications available online. Requires all applications to contain certain contact information.

RELATING TO ACCESS ORGANIZATIONS. Requires that any revenue derived from an access organization that receives public, education, and government access funds shall be deposited into the state general fund.
