RELATING TO RIGHT OF ENTRY FOR PROFESSIONAL SURVEYORS. Authorizes professional land surveyors, and any assistant under the direct supervision of the land surveyor, to enter any private property to perform land surveying, subject to certain provisions regarding notice and identification. Shields land surveyors and their assistants from prosecution under criminal trespass laws when performing their duties. Effective 7/1/2050. (SD2)

RELATING TO THE COUNTIES. Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property; provided that the county sells the property at not less than the market value of similarly situated properties and that all revenues received from the sale that exceed the amount of the unpaid civil fines are refunded to the property owner. RELATING TO LIMITATIONS OF ACTIONS. Clarifies that no statute of repose shall affect a condominium association's right of action against a condominium developer sooner than two years after the period of developer control terminates.

RELATING TO INTOXICATING LIQUOR. Restricts the sale of liquor under temporary liquor licenses to confined and demarcated spaces not located on public streets, roads, sidewalks, or pedestrian walkways. Applies restrictions to temporary liquor licenses granted to nonprofit organizations. Effective 7/1/2050. (SD1)

RELATING TO EXPUNGEMENT. Requires the Judiciary and the Examiner of Drivers to no longer include dismissed traffic citations on a person's record, including the traffic abstract and the Judiciary's publicly accessible electronic databases. Requires the Court to automatically seal or remove from the Judiciary's publicly accessible database any information relevant to the arrest or case of a person for whom an expungement order has been entered. Takes effect 07/01/2024. (SD1)

RELATING TO THE USE OF ELECTRONIC FILING BY THE PUBLIC UTILITIES COMMISSION. Authorizes the Public Utilities Commission to use electronic filing processes, including electronic service of documents, to conform to the provisions of chapters 269, 271, and 271G, Hawaii Revised Statutes, and current practices. Effective 7/1/2050. (SD1)

RELATING TO SPECIAL PURPOSE DIGITAL CURRENCY LICENSURE. Establishes a program for the licensure, regulation, and oversight of digital currency companies. Effective 7/1/2050. (SD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Exempts a public utility from the required public utilities commission authorization when disposing at a loss or donating a fully depreciated asset or property with a zero net book value that is no longer used or useful. Effective 7/1/2050. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
