RELATING TO HEMP. Requires that the identity statement used for labeling or advertising hemp products identify the percentage of Hawaii grown hemp and hemp of other origins contained in hemp products. Effective 6/29/2023.

RELATING TO COFFEE LABELING. Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and inner packages and inner wrapping labels. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.

RELATING TO FARM DWELLINGS. Prohibits the construction of new farm dwellings on agricultural park lots beginning 1/1/2024. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.

RELATING TO AGRICULTURAL LANDS. Authorizes lands under the jurisdiction of the Department of Agriculture to be leased or used for pet animal sanctuaries; provided that the pet animal sanctuary provides a public benefit.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION. Authorizes the Agribusiness Development Corporation to acquire property through condemnation.

RELATING TO DISPOSAL OF SOLID WASTE. Allows as punishment for felony disposal of solid waste, imprisonment of not more than five years. Allows as punishment for felony disposal of solid waste and petty misdemeanor disposal of solid waste, forfeiture of any vehicle used in the commission of the offenses.

RELATING TO AGRICULTURAL LANDS. Makes technical changes to the statutory definitions of "agricultural enterprise lands" and "non-agricultural park lands" for clarification and consistency purposes.

RELATING TO AQUACULTURE. Requires the Department of Agriculture to conduct a feasibility study to identify potential sites on the island of Oahu for an aquaculture park that promotes commercial aquaculture expansion. Requires a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024. Appropriates funds.

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE HONALO MARSHALLING YARD. Appropriates funds for a capital improvement project for the Honalo Marshalling Yard.

RELATING TO INVASIVE SPECIES. Requires the Hawaii Invasive Species Council to classify coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust.

RELATING TO THE BOARD OF AGRICULTURE. Amends the composition of the Board of Agriculture by requiring representation from the islands of Molokai and Lanai.

RELATING TO CESSPOOLS. For taxable years beginning after 12/31/2023, provides a temporary income tax credit for the cost of upgrading or converting a qualified cesspool to a wastewater system approved by the Director of Health, or connecting to a sewerage system. Sunsets 12/31/2028.

RELATING TO TARO. Appropriates funds to the department of agriculture to provide grants to Hawaii farming groups to be disbursed to taro farmers.
