A BILL FOR AN ACT

 

 

relating to THE SCHOOL FACILITIES AUTHORITY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii continues to suffer from a shortage of licensed teachers.  Financial incentives and affordable options for teacher housing are key strategies for the recruitment and retention of teachers, as Hawaii's teacher salaries continue to trail the nation when adjusted for cost of living.  Teacher housing is also a well-established solution to teacher recruitment and retention for educators serving in hard-to-fill areas.  As housing represents a significant portion of each teacher's paycheck, the legislature recognizes that, at minimum, three sites should be developed to provide affordable housing options to teachers to address the ongoing teacher shortage. 

     Accordingly, the purpose of this Act is to appropriate funds to the school facilities authority for the construction of teacher and educator housing.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the construction of teacher and educator housing.

     The sums appropriated shall be expended by the school facilities authority for the purposes of this Act.

     SECTION 3 .  This Act shall take effect on July 1, 2023.
