A. Plans, design, and construction for renovation of the health center to accommodate the expanding services created by the coronavirus 2019 pandemic, flu, and respiratory syncytial virus.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 through 4 shall be expended by the department of land and natural resources;
(2) The sums appropriated in items 5 through 8 shall be expended by the department of transportation;
(3) The sum appropriated in item 9 shall be expended by the department of health; and
(4) The sums appropriated in items 10 through 20 shall be expended by the department of education.
SECTION 4. This Act shall take effect on July 1, 2023.
