A BILL FOR AN ACT
RELATING TO EMPLOYMENT EARNINGS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
The
purpose of this Act is to reduce pay inequalities by requiring job listings to
disclose the hourly rate or salary range reasonably reflecting the
actual expected compensation.
SECTION 2. Chapter 378, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"§378- Job listing; disclosures. (a) Subject to subsection (b), all job
listings shall disclose an hourly rate or salary range reasonably reflecting
the actual expected compensation.
(b) This section shall not apply to:
(1) Job listings for an internal
transfer or promotion with an employee's current employer; or
(2) Public employee positions for which salary, benefits, or other compensation are determined pursuant to collective bargaining."
SECTION 3. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2050.
