RELATING TO INVASIVE SPECIES. Establishes a pilot program within the Aina Mauna legacy program of the department of Hawaiian home lands to remove and harvest gorse from Mauna Kea and develop it as a marketable product to expand economic opportunities for native Hawaiians. Requires reports to the legislature. Appropriates funds. Effective 7/1/2050. Sunsets 6/30/2025. (SD1)

RELATING TO THE COUNTIES. Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property. Effective 7/30/2075. (SD1)

RELATING TO DEVELOPMENT RIGHTS. Expands the authority of the counties to transfer development rights to address areas at risk of sea level rise, coastal erosion, storm surge, or flooding associated with climate change. Effective 7/1/2050. (SD2)

RELATING TO COFFEE. Directs the Department of Agriculture to conduct an economic impact study regarding the impact of potential changes to coffee labeling laws on the local coffee industry. Appropriates moneys for the pesticide subsidy program. Requires coffee blend labels to disclose geographic and regional origins and percent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than fifty-one per cent of coffee by weight from that geographic origin. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown in Hawaii. Effective 7/1/2050. (SD2)

RELATING TO PERSONS WITH DISABILITIES. Establishes "Employment First"--defined as the competitive employment and full inclusion of persons with a disability in an integrated setting as a first and preferred option for employment services--as a policy of the State and counties. Requires state and county agencies to implement this policy in hiring practices and all programs and services administered or funded by the State or counties. Requires the Department of Human Services to apply Employment First principles to Medicaid home and community-based services programs. Effective 12/25/2040. (SD2)

RELATING TO THE EMERGENCY MANAGEMENT ASSISTANCE COMPACT. Creates a new Emergency Management Assistance Compact. Repeals the existing Emergency Management Assistance Compact. Effective 7/1/2050. (SD1)

RELATING TO SCHOOLS. Amends the definition of "private schools" under the compulsory attendance law to require unlicensed but accredited private schools to annually submit health and safety documentation to the Hawaii Council of Private Schools or the Hawaii Catholic Schools office. (SD2)

RELATING TO INSURANCE. Prohibits health insurers, mutual benefit societies, and health maintenance organizations from applying categorical cosmetic or blanket exclusions to gender affirming treatments. Prohibits those entities from excluding gender affirming treatments as cosmetic services when prescribed as medically necessary. Requires those entities to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity.
