RELATING TO THE COASTAL ZONE MANAGEMENT ACT. Amends the definition of "development" in the Coastal Zone Management Act to exclude construction or reconstruction of a single-family residence that is less than 5,000 square feet of floor area and meets other criteria. Defines "floor area" for purposes of the Act.

RELATING TO THE KAIWI COAST. Transfers lands to the Department of Land and Natural Resources and establishes that land and adjacent state-owned lands as the Kaiwi Coast State Park. Appropriates funds.

Establishes, within the office of planning and sustainable development, a taskforce, advisory group, and consultant team to develop a coastal zone framework-development taskforce to develop a programmatic framework for a Hawaii next generation coastal zone management program. RELATING TO TRANSFERABILITY OF MOORING PERMITS. Allows a holder of a mooring permit within a state small boat harbor to transfer the mooring permit under certain terms and conditions.

RELATING TO THE PAYMENT OF DEBT SERVICE ON THE TURTLE BAY REIMBURSABLE GENERAL OBLIGATION BONDS. Streamlines the process for completing the Department of Land and Natural Resources' required annual payment of debt service on the reimbursable general obligation bonds for Turtle Bay.

RELATING TO WATER CONSERVATION. Creates a refundable water catchment tax credit for homeowners who install a water catchment system meeting certain requirements on residential property in the State owned by the homeowners.
