RELATING TO THE BOARD OF LAND AND NATURAL RESOURCES. Requires the Board of Land and Natural Resources to approve all revoked, limited, condemned, removed, or shortened public land leases or revocable permits.

RELATING TO HISTORIC PRESERVATION. Appropriates funds to the Department of Land and Natural Resources to conduct comprehensive inventories of historic properties and burial sites in the State, data collection on burial site locations, and archaeological surface surveys.

RELATING TO PUBLIC LANDS. Repeals the requirement for Board of Land and Natural Resources approval for lease extensions in the Hilo Community Economic District. Requires the Department of Land and Natural Resources to use the current tax assessed value when offering lease extensions to lessees.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Directs the Department of Land and Natural Resources to establish a feral herd management program under the Division of Forestry and Wildlife to manage axis deer populations in Maui County. Makes an appropriation.

RELATING TO HISTORIC PRESERVATION. Defines "pre-contact historic property". Clarifies that the historic preservation program includes providing consultation to counties and public and private agencies involved in historic preservation and the development, publication, and distribution of materials about protections for burials, historic sites, and archaeological resources. Amends the composition and duties of the Hawaii historic places review board. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures.

RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM. Requires the Department of Land and Natural Resources to pursue and obtain accreditation for the Conservation and Resources Enforcement Program from the Commission on Accreditation for Law Enforcement Agencies, Inc. Appropriates moneys.
