RELATING TO TAXATION. Establishes a vehicle registration fee tax credit for persons who are eligible for a refundable food/excise tax credit greater than $0. Extends the availability of the state earned income tax credit until tax year 2028. Effective 7/1/2050. (Proposed SD1)

RELATING TO STATE BONDS. Authorizes issuance of general obligation bonds. Makes findings required by Article VII, Section 13, of the Hawaii State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to two minutes each.
