RELATING TO THE PUBLIC HOUSING AUTHORITY. Allows the Hawaii Public Housing Authority to develop mixed-income and mixed-financed housing projects, provided that no such projects shall be constructed on ceded land vacant on or after January 1, 2022. (SD1)

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS TAX CREDIT. Increases the credit amount and the income eligibility cap thresholds for the income tax credit for low-income household renters by using tax brackets. Provides for inflation increases every three years based on the urban Hawaii consumer price index beginning with taxable years beginning after 12/31/2023.

RELATING TO HAWAIIAN HOME LANDS. Requires the Department of Hawaiian Home Lands to build rental units, apartments, and rent-with-option-to-buy housing units to address the housing needs of native Hawaiians on the waitlist for homestead leases. (SD1)

RELATING TO AFFORDABLE HOUSING. Requires the Governor's Coordinator on Homelessness to review the Affordable Rental Housing Report and Ten-Year Plan issued by the Special Action Team on Affordable Rental Housing in July 2018; determine whether any of the lands identified in the report are suitable for development of temporary housing for the Ohana Zone program or other forms of affordable housing; determine the actions required to develop the lands into temporary housing for the Ohana Zone program or other forms of affordable housing; and submit a report to the Legislature before Regular Session of 2023. RELATING TO GOVERNMENT RECORDS. Allows the Comptroller to direct the transfer records to the State Records Center and determine the time period after which the records shall be transferred as directed. Appropriates funds to the Department of Accounting and General Services for operating costs and equipment for the State Records Center and two full-time equivalent (2.0 FTE) positions within the Hawaii State Archives.

RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES. Requires the Board of Regents of the University of Hawaii to establish a Standing Committee on Community Colleges. Requires the Vice President of Community Colleges to report directly to the Board of Regents Standing Committee. (SD1)
