RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF THE PUBLIC LAND TRUST. Establishes the Office of Hawaiian Affairs' pro rata share of the moneys derived from the public land trust. Transfers moneys to the Office of Hawaiian Affairs for income and proceeds due from the use of the public land trust lands between July 1, 2012, and June 30, 2022, that was misallocated, underreported, or underpaid to the Office of Hawaiian Affairs. RELATING TO PROCUREMENT. Allows agencies to seek alternative procurement approval for the procurement of professional services when fewer than three qualified persons submit bids or proposals. (SD1)

RELATING TO PUBLIC EMPLOYMENT COST ITEMS. Appropriates and authorizes funds for collective bargaining cost items for the members of Unit (9) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023.

RELATING TO THE HAWAII HYDROGEN STRATEGIC PLAN. Requires the Hawaii Natural Energy Institute to conduct a study to examine the State's ability to advance hydrogen production from local renewable energy resources and develop the Hawaii Hydrogen Strategic Plan utilizing the results of its study, which shall be reviewed and updated every four years. Requires reports to the Legislature. (SD1)
