RELATING TO THE DEPARTMENT OF EDUCATION COMMERCIAL ENTERPRISES REVOLVING FUND. Establishes the Department of Education Commercial Enterprises Revolving Fund for funds to be expended in the operation of commercial enterprises by the Department of Education. Makes an appropriation into the revolving fund. (SD1)

RELATING TO DIGITAL LEARNING. Establishes a digital learning center within the Department of Education. Appropriates funds to staff and administer the digital learning center.

RELATING TO PUBLIC SCHOOL LAND TRANSFER. Directs the conveyance to the Department of Education of certain lands used for public schools and owned by the counties of Kauai and Maui, the State, and the Department of Land and Natural Resources. Requires legislative approval prior to the sale, gift, or alienation of the fee simple title to lands owned by the Department of Education. Appropriates funds to the Department of Education to effectuate conveyances and manage real property. (SD1)

RELATING TO THE PUBLIC HOUSING AUTHORITY. Allows the Hawaii Public Housing Authority to develop mixed-income and mixed-financed housing projects, provided that no such projects shall be constructed on ceded land vacant on or after January 1, 2022. (SD1)

RELATING TO THE HAWAII HYDROGEN STRATEGIC PLAN. Requires the Hawaii Natural Energy Institute to conduct a study to examine the State's ability to advance hydrogen production from local renewable energy resources and develop the Hawaii Hydrogen Strategic Plan utilizing the results of its study, which shall be reviewed and updated every four years. Requires reports to the Legislature. (SD1)

RELATING TO CHILD WELLNESS. Establishes within the Department of Human Services, a five-year Child Wellness Incentive Pilot Program that pays $50 to a state medicaid benefit recipient who is a parent to a child, each time the child completes a well-child examination. Requires the Department of Human Services to adopt rules and report to the legislature. Appropriates funds. Repeals 6/30/2027. Effective 12/31/2050. (SD1)

RELATING TO A WEALTH ASSET TAX. Establishes a wealth asset tax of one per cent of the state net worth of each individual taxpayer who holds $20,000,000 or more in assets in the State. Takes effect 7/30/75. (SD1)

RELATING TO TAXATION. Establishes two additional marginal tax rates for joint filers whose income exceeds $10,000,000 and $25,000,000, head of households whose income exceeds $7,500,000 and $18,750,000, individuals whose income exceeds $5,000,000 and $12,500,000, and estates and trusts that have income exceeding $200,000 and $500,000, respectively. Establishes a working group within the Department of Taxation to develop a proposal for a state wealth tax. Takes effect on 7/30/2075. (SD1)
