RELATING TO ABANDONED WELLS. Establishes an income tax credit for taxpayers who are required to seal abandoned wells on their real property. Clarifies the definition of the term "abandoned well". Requires sellers of real property to disclose the existence of wells on the property. Requires an owner or prior owner of an abandoned well to seal the well at the owner's or prior owner's expense. Appropriates funds for three full-time equivalent (3.0 FTE) positions under the Commission on Water Resource Management. Effective 7/1/2050. (SD2)

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT. Adds the chairperson of the Hawaiian Homes Commission or the chairperson's designee to serve as an ex officio, voting member on the Commission on Water Resource Management. Takes effect 7/1/2050. (SD1)

RELATING TO WATER CATCHMENT SYSTEMS. Requires the Department of Health to regulate water catchment systems used for business activity and provide testing to businesses that utilize water catchment systems; provided the regulations comply with the Hawaii state plumbing code, including appendix K of the state plumbing code, and Chapter 448E, Hawaii Revised Statutes. Requires the department to provide technical assistance on water catchment systems and filtration to business owners who wish to utilize captured water for business activities. Effective 1/1/2050. RELATING TO HISTORIC PRESERVATION. Appropriates an unspecified amount of funds to the Department of Land and Natural Resources to conduct comprehensive inventories of historic properties and burial sites in the State, data collection on burial site locations, and archaeological surface surveys. RELATING TO LAND USE. Requires the Office of Planning and Sustainable Development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district. RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Creates the Pulehunui Community Development District to allow for planning, development, and maintenance of public lands in Pulehunui, Maui. Amends the Hawaii Community Development Authority membership to include the Director of the Department of Business, Economic Development, and Tourism and the Director of the Office of Planning and Permitting of each county, or their designee, in which a community development district is located. Amends community representatives on each board from 3 to 2 at-large members. Establishes membership for quorum on matters related to the Pulehunui Community Development District. Effective 7/1/2050. RELATING TO THE HAWAII YOUTH CONSERVATION CORPS. Authorizes the Governor to designate the Department of Land and Natural Resources to administer or enter into an agreement for the administration of a green jobs youth corps to provide temporary work and training opportunities in the fields of natural resource management, agriculture, or other sustainability‑related professions to young adults ages thirty‑eight and younger. Requires the Department to partner with an organization that has received accreditation from the Corps Center of Excellence Accreditation Program or has at least ten years of experience providing similar programming statewide in the State, or both. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Appropriates funds to the Department of Land and Natural Resources Division of State Parks, Maui Parks Section for the purchase of additional vehicles. Takes effect 7/1/2050. (SD1)

RELATING TO CABARET LICENSES. Prohibits the issuance of cabaret licenses to premises located within an apartment mixed use subprecinct within a special improvement or special district in which the economy is primarily based on tourism. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
