RELATING TO FLOOD MITIGATION. Appropriates funds for flood mitigation measures at Makaha Valley and Lualualei, based on structural and nonstructural measures recommended in studies previously conducted.

RELATING TO THE HAWAII YOUTH CONSERVATION CORPS. Authorizes the governor to designate the department of land and natural resources to administer or enter into an agreement for the administration of a green jobs youth corps to provide temporary work and training opportunities in the fields of natural resource management, agriculture, or other sustainability‑related professions to young adults ages twenty-six and younger. Requires the department to partner with an organization that has received accreditation from the Corps Center of Excellence Accreditation Program or has at least ten years of experience providing similar programming statewide in the State, or both. Appropriates funds.

RELATING TO PERMITS. Requires, for emergency permits to install sandbags, that the board of land and natural resources include as a condition on the emergency permit a requirement for the attachment of identifying information, including the permittee's contact information and the permit number, to the sandbag. Requires the board to specify the form and manner in which the identifying information is to be attached to the sandbag.

RELATING TO MUNICIPAL SOLID WASTE LANDFILL PERMITS. Reinstates the Department of Health's authority to permit federal municipal solid waste landfills. (HD1)

RELATING TO WATER POLLUTION CONTROL. Adds, amends, and reorganizes sections in chapter 342D, Hawaii Revised Statutes, to consolidate water quality certification requirements and include wetlands in the definition of "state waters". Clarifies the director of health's responsibility as a certifying agency. Increases maximum statutory civil penalties to match the amounts of federal penalties and the state penalty in section 342B-47(d), Hawaii Revised Statutes. (HD1)

RELATING TO COUNTIES. Requires the counties to maintain infrastructure within sixty days and under specified conditions, as part of any housing development for the department of Hawaiian home lands. Effective 7/1/2050. (HD1)

MAKING AN EMERGENCY APPROPRIATION TO FUND A GRANT TO THE BOARD OF WATER SUPPLY FOR EMERGENCY OPERATIONS, FUTURE PLANNING, AND GROUND WATER REMEDIATION. Makes an emergency appropriation from the leaking underground storage tank fund to fund a grant to the Honolulu board of water supply for emergency operations, future planning, and remediation resulting from the contamination of the southern Oahu basal aquifer. Requires the department of health to seek to enter into a memorandum of understanding with the United States Navy to reimburse the department of health for the full amount of the appropriation. Requires the Honolulu board of water supply to make reports to the legislature on all expenditures, remediation efforts, and testing quality prior to the regular sessions of 2023, 2024, and 2025. Effective 7/1/2060. (HD1)

RELATING TO RURAL DISTRICTS. Authorizes the counties to adopt ordinances that allow up to one dwelling per quarter-acre in rural districts; provided that the ordinances are consistent with the county general plan and community development plans. (HD1)

RELATING TO AGRICULTURAL LEASES. Modifies requirements and restrictions related to the department of agriculture's dispositions of non-agricultural park lands to maximize the benefit to the State of agricultural lands and to help the State achieve its economic and food production goals. (HD1)

RELATING TO IMPORTANT AGRICULTURAL LANDS. Allows landowners and lessees of important agricultural lands to apply to the counties to develop, construct, and maintain farm cluster housing on the lands for rent to farmers and farm employees who actively and currently farm on the land. Removes restrictions on farm dwellings on important agricultural lands that are stricter than that for farm dwellings under the agricultural land use district. Effective 7/1/2050. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
