RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS. Establishes an Accessible Parking Special Account within the Disability and Communication Access Board Special Fund. Increases the state annual vehicle registration fee by $1 and requires that $1 from each annual vehicle registration fee be deposited into the Accessible Parking Special Account. Requires all costs associated with the statewide Parking for Persons with Disabilities Program to be appropriated from the Accessible Parking Special Account beginning July 1, 2023. Effective 7/1/2050. (SD2)

RELATING TO TRAFFIC VIOLATIONS. Requires the driver of a moped to be in immediate possession of a valid driver's license or instruction permit at all times. (SD1)

RELATING TO TRANSPORTATION. Renames the State Highway Safety Council the Transportation Safety and Modernization Council and amends the Council's duties to help the Department of Transportation achieve state goals and outcomes. Requires improved reporting to provide better information and transparency for elected leaders and the public. (SD2)

RELATING TO FIREWORKS. Requires the counties to share certain information concerning fireworks with the Harbors Division of the Department of Transportation. Requires each county to submit a report to the Legislature. Effective date 1/1/2050. (SD2)

RELATING TO TRANSPORTATION. Establishes the Air Noise and Safety Task Force. Requires the Director of Transportation to adopt rules to require tour aircraft operators to report details of each flight taken by the tour aircraft operation on a monthly basis. (SD2)

RELATING TO TRANSPORTATION. Establishes the Electric Bicycle and Electric Moped Rebate Program and special fund to encourage the purchase and use of electric bicycles and electric mopeds. Allocates a portion of the barrel tax for the rebate program. Appropriates moneys. Effective 1/1/2050. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
