RELATING TO CHILD PASSENGER RESTRAINTS. Amends requirements for the restraint of child passengers. Requires rear facing child safety seats for children under two years of age. Repeals exceptions for compliance. Raises certain fines for violations.

RELATING TO HIGHWAYS. Repeals the three-year limit on the exemption of the State and counties from the requirement to maintain or improve any condemned roads. Allows the State and counties to apply flexibility in highway design. Abolishes joint and several liability of the State and counties for any condemned roads except for negligence by the State or county after condemnation. Effective 7/30/2075. (SD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Requires the Department of Transportation to plan for a certain amount of sea level rise in all future or amended transportation projects. Requires all Department of Transportation projects to conform to certain carbon concrete standards except in certain circumstances. Effective 7/1/2050. (SD2)

RELATING TO DRIVER'S LICENSES. Extends the renewal period from two years to four years for licensees who are seventy-two years of age or older but younger than eighty years of age. Effective 1/1/2050. (SD2)

RELATING TO METROPOLITAN PLANNING ORGANIZATIONS. Creates a temporary intergovernmental task force to assist in the establishment and certification of a Metropolitan Planning Organization for the County of Hawaii. Requires the Department of Transportation to provide a list of certain highway projects to the task force. Requires a report to the Legislature. Takes effect 7/1/2050. (SD2)

RELATING TO TRANSPORTATION. Establishes the Electric Bicycle and Electric Moped Rebate Program and special fund to encourage the purchase and use of electric bicycles and electric mopeds. Allocates a portion of the barrel tax for the rebate program. Appropriates moneys. Effective 1/1/2050. (SD2)

RELATING TO TRANSPORTATION. Establishes the interisland transportation working group. Requires the Department of Transportation to prepare for and incentivize the increased adoption of electric vehicles in the State. Establishes goals. Requires annual reports to the Legislature. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
