RELATING TO LAW ENFORCEMENT. Clarifies membership and certain powers and duties of the law enforcement standards board. Establishes new deadlines for the completion of board responsibilities. Appropriates funds to enable the board to accomplish its mission. Effective 7/1/2050. (HD2)

RELATING TO LAW ENFORCEMENT. Amends the term for members of the law enforcement officer independent review board to four years. Makes the law enforcement officer independent review board permanent. Amends the membership of the law enforcement standards board and the term for certain members to four years. Effective 7/1/2050. (HD2)

RELATING TO THE POWER OF ARREST. Updates the list of federal agencies whose law enforcement officers may make arrests for certain offenses under state law by adding United States Immigration and Customs Enforcement-Homeland Security Investigations and deleting United States Citizenship and Immigration Services from the list. Updates references to the titles of the heads of the district offices for the listed federal agencies and the names of these agencies, including United States Customs and Border Protection.

RELATING TO PUBLIC SAFETY. Establishes a department of law enforcement to consolidate and administer criminal law enforcement and investigations functions of the State effective upon approval and reestablishes the department of public safety as an independent department of corrections and rehabilitation to administer the corrections, rehabilitation, and reentry of the inmate population effective 1/1/2023. Transfers the law enforcement functions of the department of public safety to the department of law enforcement effective 1/1/2023, and the law enforcement functions of the department of transportation, the non-statutorily mandated functions of the investigations division of the department of the attorney general, and the office of homeland security to the department of law enforcement effective 7/1/2023. Establishes a training center. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO THE UNIFORM RECOGNITION AND ENFORCEMENT OF CANADIAN DOMESTIC-VIOLENCE PROTECTION ORDERS ACT. Enacts the Uniform Recognition and Enforcement of Canadian Domestic-Violence Protection Orders Act. Effective 7/1/2060. (HD1)

RELATING TO DATA ABOUT SNORKELS AND MASKS. Requires first responders to record in the incident report for each water rescue event the type of snorkel and mask, if any, worn by the person who was rescued or recovered. Effective 1/1/2222. (HD1)
