RELATING TO DISASTER RELIEF. Appropriates moneys to the state Department of Defense for fiscal year 2021-2022 to provide relief from flooding events. Provides for the lapse of the moneys on an unspecified date.

RELATING TO A MEMORIAL. Authorizes the issuance of bonds and appropriates funds for plans and design of a veterans' memorial, and replicas of the memorial on each neighbor island, as recommended by the Gulf War memorial task force pursuant to Act 139, Session Laws of Hawaii 2013.

RELATING TO THE MILITARY. Changes the definition of qualified applicants for selective services from male to all.

RELATING TO THE HAWAII CODE OF MILITARY JUSTICE. Updates the Hawaii Code of Military Justice, by repealing chapter 124A, Hawaii Revised Statutes, and adding a new chapter to promote order and discipline in the State Military Forces by fostering an independent military justice system and updating nonjudicial punishment and courts-martial procedures.

RELATING TO CYBERSECURITY. Updates and provides clarification to reflect the existence of the Hawaii State Cybersecurity Program, which is administered by the Hawaii Office of Homeland Security. Eliminates the state cybersecurity, economic, education, and infrastructure security coordinator position.

RELATING TO THE EMERGENCY MANAGEMENT ASSISTANCE COMPACT. Repeals chapter 128F, Hawaii Revised Statutes (HRS). Creates a new, appropriately designated chapter in the 127A series of HRS chapters to reincorporate the Emergency Management Assistance Compact.

RELATING TO EMERGENCY MANAGEMENT. Amends chapter 127A, Hawaii Revised Statutes (HRS), to clarify State and local authority, ensure effective and adaptable emergency response, and further the goals of transparency and democratic accountability. Clarifies that powers granted for emergency purposes shall not be construed as permitting actions inconsistent with the state constitution. Amends chapter 127A, HRS, to provide for greater clarity and specificity regarding the scope of suspensions of law. Clarifies that Hawaii's emergency management system includes coordination between State and county emergency management functions, where appropriate. Clarifies the legal framework governing the extension and termination of emergency periods. Adds the definition of the term "severe weather warning" as used in section 127A-30, HRS.

RELATING TO THE CIVIL AIR PATROL. Appropriates funds for operational expenses of the Hawaii Wing of the Civil Air Patrol.
